is phoenix viewer still support by sl?

Linden Lab hasn't done anything currently that will stop Phoenix from working. The makers of Phoenix are no longer officially providing technical support for it but it can still be used. (Linden Lab never offered technical support for it, incidentally.)

Are you saying the chair works for that customer in that location using other viewers, or that it works for you somewhere else with other viewers? Is there a "sit target" in the chair or do you just sit on it like a regular object? Problems with sitting in a chair without a sit target are often caused by its being inside the "bounding box" of another object.

The chair problem has nothing to do with Phoenix or any viewer.  A sit target is determined by your LSL script and is handled in SL's servers, and the script itself is handled in the servers as well.  The only action that is handled client-side is the sit animation which, again, is independent of the viewer you happen to be using.  It's impossible to know why your customer is having problems without seeing the chair and knowing where she put it.  It might be next to a large potted plant that is blocking her from clicking on the chair, or she might have put a cushion on it.  Who knows?  You might let her know that yes, the Phoenix staff is no longer providing support for their viewer.  As Theresa says, Phoenix is a third party viewer, not a Linden Lab product.  She should start thinking about changing, because there are SL server updates coming soon that will break some basic functions in Phoenix.

it's not LL that will stop supporting phoenix it's the Phoenix Firestorm team that is discontinuing support for phoenix as LL are bring out new features that won't work and will make the viewer increasingly difficult to use really there is no point using or trying to backport features in to the viewer when firestorm has a vintage skin that looks exactly like phoenix

there is the unlikely possibilty any scripting in your chair uses functions phoenix doesn't support or a bounding box of another item is in the way

It just occurred to me why your customer might be having trouble sitting on the chair.  If she's using Phoenix, she should go to Preferences → Phoenix → Misc and ensure that “Block sitting on objects via left-click” is not checked. On Firestorm, the option is in Preferences → Firestorm → Protection.  It's a special option meant to keep people from sitting on booby-trapped objects that attach malicious scripts to them.
