I am not premium yet but if I change to premium how can I apply the 512m?

That 512 sq m. allowance is essentially a waiver for the land fee on your lowest level of tier.  That means you can buy a plot of land anywhere you want to on the Mainland and apply the waiver to your land use fee.  You pay for buying the land in the first place, of course, and for anything you build on it.  If the land is less than or equal to 512 sq m. in area, though, that's all you pay.  If you bought more land --- say , 1024 sq m --- you'd apply the waiver and end up paying only $3.00/month instead of the $8.00 you would normally pay.  See https://secondlife.com/my/account/landfees.php? and http://community.secondlife.com/t5/English-Knowledge-Base/Buying-land/ta-p/700043#Section_.3.2

You can buy a small lot on the Mainland. An easy way to find one is to go to the "World Map" and click the checkbox that says something like "Land Sales."  All the lots available for sale will show up in yellow. There are many lots available for 1 L$ per square meter but lots in better locations can be more expensive and some lots are even less. 512 square meters comes with an allowance of 117 prims - if you buy empty land your house will take up some of those prims though.
