Because the largest size you are allowed to upload to SL is 1024 x 1024 pixels.  If you upload anything bigger, it is automatically downsized to those dimensions.  Not only that ..... All textures uploaded to SL must have dimensions that are powers of 2.  That is, each dimension must be 16, 32, 64, 128, 256, 512, or 1024.  If you try to upload a texture with non-standard dimensions, the servers will automatically downsize the non-standard dimension to the next lower allowed one.  So, for example, if you upload a texture that is 500 x 450 pixels, the servers will downsize it to 256 x 256.

Finally, you may only upload textures in TGA, PNG, JPG, or BMP format.  All textures are automatically converted to JPEG2000 format in SL's servers as they are uploaded, regardless of the format you used to create them.

2048 is way too big a texture to use anyway, unless you are trying to put close-up detail on a huge megaprim.  For most purposes, 512x512 is all you should ever need, and less is better if you don't absolutely need the detail.

People who overuse highly detailed textures are some of the biggest contributors to SL lag.
