why can't I buy less than $20 worth of London?

The minimum buy amount is US$ 2.50.  What is telling you that you need to purchase US$ 20.00 worth of lindens? Please snap a picture of it so we may help you further.

Otherwise make sure you are purchasing Lindens on the official LindeX. The link is below.

That is only a suggested amount. You may reduce the number of Lindens and thus the cost in USDs.

Am i missing some other point or issue?

I don't think not being American has anything to do with it -- I'm a Brit, and those images are what I see. Also, LL have always changed me in US$, and PayPal (in my case) converts the charge to £1, and takes that from my PayPal balance or, if the balance is insufficient,, from my bank account.
