Pricing for Homesteads is as follows:

• Monthly fee of $125

Linden Lab bills you monthly for the $125 USD for as long as you own the Homestead Region.

If you are asking if you have to pay $125 USD x 12 [$1500 USD] up front the answer is no.

If you are asking if you need to sell L$33500 Lindens per month to fund your USD Balance the answer is yes.

Yes, the monthly land user fee for a Homestead region is $125.00 USD.  (The term "tier", strictly speaking, only applies to Mainland, not to Private Estate regions.

However, you should also know that you cannot buy a Homestead region from LL unless you already own at least one Full private estate region.  The monthly fee on those is $295.00 USD.

The only way you can have a Homestead region without owning a Full region is to lease a Homestead region from a Private Estate owner.  You can find such regions for around $150.00 USD per month (and no startup fee!.)  On most estates, you'll pay this fee to the Estate Owner in $L, and payments could be on a weekly or a monthly basis.  So, you will see the fees set ar around $L37,500 per month, or $L8650 per week.
