While manager agree that people should be able to appoint whoever they wish as an estate agent/manager, Its not always wise to have a lot of official estate agents/managers.  Estate managers can do most things the estate owner can and you need to be very careful who you put in that position.  If an estate manager messes up, there is no recourse for the estate owner.  LL position is that if you appoint an estate manger, then you do so at your own risk.

For moderation of a sandbox or venue, moderators can be granted most of the authority they need through being members of the group that owns the land in a role which has been granted all the authorities they need.

For managing a large estate where lots of agents need to be on duty, many estates handle this by having one 'estate' manager' on  line and available at all times covering for other managers or agents on duty.  Many issues an agent or manager may run into can be resolved without estate rights.  If a non estate manager agent needs help only someone with the estate rights can supply, there is someone there to assist them.
