It's exactly that.

I caught someone begging in my store once so I ejected and banned her. At that time, the store was divided into department parcels and the ban only applied to the main parcel. So she came back immediately, into the rugs dept., and I told why I banned her. She said she wanted to buy a fireplace, so I unbanned her and, sure enough, she bought the fireplace. In other words, she didn't *need* the money she was begging for, but she *wanted" it. She was begging simply because there were people around to try and tap up.
