It won't let me agree to terms and conditions before logging in

The terms and conditions don't appear for me and it won't let me check the box to agree to them to log in..

It sometimes takes a while for the web site to kick in and make the box show, so you can click it.  If it takes more than a half a minute or so, though, it's the same old bug that has been bothering people for well over a year.  The way to beat it is to download and install a different viewer.  Log in with it and accept the TOS.  Then you can decide whther to stay with that viewer or go back to using whatever you had before.  You only have to accept the TOS one time in your SL life, so once it's done, it's done.

I'd recommend trying either the Firestorm or the Phoenix viewer, either of which is available at http://www.phoenixviewer.com/downloads.php .  They are excellent LL-approved third party viewers.

Hello Saphra and welcome to SL Forums. The old Viewer 1.23 is recommended also about. You can find and download it here. Once you accept the TOS, it exists for all viewers, so you can switch again to Viewer 3 or other viewer.
