how can I tweek facial hair/

In RL I have a Handlebar Moustache and I would like one on my avatar but don't seem to be able to either find one or adjust an existing one, any suggestions?

Some facial hair is painted on skins...just buy one with a beard or mustache.  However, a handlebar mustache is different...it sticks out away from the face, and therefore would be a prim attachment.  Have a look at this Marketplace Search results page...

Besides the Marketplace you can also use search inworld.  Not all merchants use the online Marketplace.  Just type in Handlebar Moustache and see what comes up.  I have not seen a prim moustache of any quality in SL yet, but maybe you will discover one!
