what version of blender can i use for mesh objects

Blender 2.59 should be good for anything you wish to make. The Collada import that Linden Lab has made does not handle all the features of Blender. So, if you are making rigged objects, clothes and avatars, read the wiki and forum to learn what you can and cannot do.

It is important you read the wiki to understand LAND IMPACT, the resouce consumption measure used in SL. Mesh/FAQ for mesh content creators

If you plan to make clothes or avatars, you will need to get a copy of the SL avatar into your Blender. See: Second Life Mesh Clothing Tutorial

You will find good tutorials for making models in SL on Machinimatrix.org.
