Okay so from what I can see you're getting artifacting/graphical errors.

Do you have GPU-Z or HWInfo installed? GPU-Z is probably the simplest way of monitoring the various sensors on your GPU while it is being used. The card may be overheating leading to errors like this, you may want to check. This type of error is frequently associated with memory that is too hot, your card will (I think) have specific sensors relating to memory temperature but if you are seeing GPU temperatures >90c the card could probably do with cleaning and general servicing. 5700XT's do run quite hot if I remember correctly but GPU Core > 80c and GPU Hotspot > 90c under load may indicate the card needs servicing.

It could also be a driver issue. To rule it out you could use Display Driver Uninstaller (DDU) from Guru3D to totally wipe the existing AMD driver, then when it is done you can install the newest available driver from AMD.

DDU available here: https://www.guru3d.com/download/display-driver-uninstaller-download/

GPU-Z available here: https://www.techpowerup.com/gpuz/

It could be a hardware fault, failing memory can sometimes exhibit this kind of behaviour but this seems quite minor and looks more like general instability, when memory chips begin to actually fail they often cause crashing etc but it is definitely possible that this is the early stage of a bad chip. Go with the above mentioned things first though before we think about digging deeper. If you want to though a good tool for checking VRAM for errors is OCCT: https://www.ocbase.com it will run the VRAM through a long stress test and try to detect if any chips are misbehaving.

Are you maybe undervolting your GPU? I saw some similar artifacts when i undervolted my AMD RX Vega 56.

Vram overclocking will do that, undervolting too much usually leads to a black screen reboot.  I am curious if its just happening at the place being shown or anywhere in SL, the OP failed to mention that .

I did buy this off eBay used. person where got may use for mining or something

Does the glitch happen anywhere else in Second Life?
