so am I allow to make an Adult hangout within a M region skybox and advertise it at adult regions???

Technically, no.  It's the advertising part that could get you into trouble.  Having a hangout for friends in a Moderate region with some adult furniture and such is usually overlooked.  The Linden homes are all on Moderate yet they allow adult activity as long as it's inside your home, parcel visibility is set to not see avatars.  On mainland, you would need to restrict access to group members only as well.
