Putting it simply, is it against the rules to build and KEEP a building or creation upon abandoned land AFTER it was abandoned?

IE: Land is abandoned, man comes along as permissions are still laid upon the land. Moves a house in, etc etc.

IE: Land is abandoned, man comes SITTING on a house because permissions are NOT set, and leaves it there.

Most abandoned land I have seen does not have a return timer, does this mean they allow it? Or does it infringe upon their held land?

No, it's not allowed.  It happens a lot on abandoned land.  The reason is pretty simple really, if you think about it.  Someone abandons their land (or possibly quits SL and defaults on tier or premium payments and gets "banned".......many possible reasons land comes up abandoned), do you think they care what the permissions are once they no longer "own" the land?  Linden Lab does not go to each parcel that becomes abandoned and set the permissions to "no build" for "auto-return"......that's a time consuming process and, in LL's mind, not worth it (I can understand that).  I would think LL could introduce some software that would automatically set permissions once the land is reverted back to them..........but it appears that either that, too, is too much to worry about or maybe it can't be done at all (only LL knows the answer to that).

Anyone "squatting" on abandoned land (or any land that they are there without permission) is subject to losing whatever it is they placed on the land at any moment.  If the land is sold at auction the new owner can return the items without warning, eject and ban the squatter.  Or LL might happen along and do the same.  You can, notify LL of the items on abandoned land by submitting a support ticket (don't expect any immediate action though).  If the person using the abandoned land is doining anything worthy of an abuse report, then you can AR them........a better chance of a more immediate response (but the problem has to be AR'able).

This in not a new problem..........it's been happeing for at least 5 1/2 years that I personally know of.

Can speed resolution along somewhat by putting in tickets on abandoned lots that lack an auto-return requesting they be auctioned and have return set.

The issue takes so long because LLs doesn't log into their own world anymore unless specifically requested.

But even back when they did, its been a -LONG- time since they actively patrolled the world of SL looking for issues. For most of SLs history they've had a 'wait until we're told' policy on just about everything.
