Land Transfer - Upgrading to a full sim or 30k sim

I am currently renting a 30k sim and I have a friend with a homestead they are looking to get rid of, if I pay the $100 to transfer it, can I then get it upgraded to a 30k sim and how much is the actual upgrade? What is the monthly tier on a 30k sim?

if you rent you can't own a homestead. You need to own a full region.
