When you ask a question about using SL or a viewer it really helps to tell us which viewer you use. Also, we need more details. You've been around SL for ~4 years. So we expect you to know the basics... but we never know. So...

The blue looking skin is usually caused by having added a blue skin or tattoo. Skin cannot be removed. It can only be replaced. Wear a different skin to replace it.

Tattoos can be removed. Use 'Take Off'.

You are in a place that obviously is using WL/EEP settings to set the ambient environment. Whenever you have a problem with avatar color try simplifying all the factors that may add to a problem or throw off a diagnosis. Switch to the sky shader CalWL or visit a beach and set the environment to noon.

@ijayz Did you try this suggestion yet? Setting the environment lighting to a default ?

Dragon -> World -> Sun -> Midday   or Ctrl-Shift-Y

If you have [x] Use Region Settings checked,  you will be using the environment colors determined by the region owner.

Get back to us please and tell us if it helped or not, thanks.

The blue tint is caused by graphics driver issues/incompatibility. You'll need to update (or downgrade) your graphics drivers to a working version. It's weird that no one recognizes this issue when it has been absolutely rampant for a long time (especially on AMD).
