Another weird shadow flickering issue

For some reason the shadows just kinda do this on this one parcel my friend and I are renting. It's not an eep/windlight thing, it happens even on Midday preset and seems to affect only things with alpha blending. It's very weird. Anyone know the cause?

That's not a shadow issue and seems to be Black Dragon Viewer, an outdated version at that. This is actually an issue with alphas not getting lit by lights, one that should be fixed in later versions if this is Black Dragon.
