When do you need a gaming license on SL?  Is there a $ limit your games can pay out before you need a license?

You can have systems pay out L$ as much as you want - without a license.
You can also have systems that pay in L$ as much as you want - also without a license.

The restrictions come in on systems or connections of systems that effectively do both at once: Entice people to pay in to for the chance of being paid out even more, and making a profit.

That's when you fall under gaming/gambling and must comply with the skill gaming policy.
