(Answered.) I do not entirely understand how buying private islands/regions from other players work, or how transferring works specifically.

Question

Can you use Linden dollars to do so? Can you just "buy" the region outright instead of having to pay monthly regardless of whether you bought it or not? And I do not know how transfers really work, the knowledge base article on regions doesn't really go into the specifics and only states how to transfer it.

I don't what you mean by "buy", other than "pay someone to become the owner."  If you own property anywhere in SL, you pay periodic fees for it.  It's like property tax or condominium fees in RL.  When you buy a region, regardless of who you buy it from, you assume responsibility for paying the monthly land fees to Linden Lab.  You are essentially paying for your ongoing share of maintaining the region on AWS servers, where Linden Lab has all SL assets.  Your purchase price is entirely separate -- a one-time amount that you pay the seller.  If you are buying a region from another resident, the seller has to pay Linden Lab a transfer fee to transfer the title to the region to you -- again, analogous to the transfer fees that you pay to the county or city when you sell property in RL.  That too is a one-time cost.
