Did you tier down after you sold the land?  Selling land does not automatically lower your tier amount.  You need to go to the Dashboard - Land Manager - Land Use Fees and Update your tier.

If the Land Use Fees page does in fact show that you should not have paid any tier, then probably a call to Billing would be the next step.  Their toll free numbers are listed on the Help page under Billing Issues.

You will get charged an extra month`s tier fee if you did one of 2 things.

1. You sold your land after your tier date, even if it was a few hours too late.

2. You had your land deeded to Group and you did not remove your land Contribution from the the land tab in Group info.

Go to your account sumary on your dashboard & check at the bottom, if it says that your next payment is still the full amount then you need to go to group and remove or adjust your contribution. If the next scheduled charge looks correct then you probably sold your land too late and it was already included in your "peak usage" for that month.
