About your question now. Do you mean to upgrade to a premium member? If yes, you get a land and a house except of some more advantages. The land is in Mainland, 512sq m2 and it has a house 60 prims (you can choose the theme) and also you have the right to use 117 additional prims.

It is the other way around. When you own land you pay fee. How much you pay depends on how much land you own.

just in addition to Love's correct comment, the other option is to lease a plot on a private estate, that way you don't have to be premium member and you are a bit more flexible. That way you can built some experience before taking the decision to go premium. Landrentals can be found in Land search .... enjoy second life *meows*

Tier fees are like maintainance / land tax, you only pay them if you own land & the more land you own the higher your tier fee each month.

If you are a Premium Member you might be paying a monthly SL membership fee. Premium accounts are entitled to a free linden home and may buy a 512 plot with no monthly tier oweing as part of the membership benefit. You do not pay tier unless you buy land. If you buy mainland property you would pay tier to LL. If you buy estate property then you would pay tier to the sim owner.
