"The use of this PayPal account has been restricted." What's going on?

Question

When I try to make PayPal my source of payment, it fails and returns the message, "An error occurred while processing your request.  The use of this PayPal account has been restricted."  This behavior has persisted for weeks.  I used to pay from the same PayPal account without problems.  I switched to a credit card for a while, and now want to change back to PayPay, but can't.

If you are outside of the US you will need a different payment method, at least until they release the SL cashier to everyone. You can make a free call to billing to find out which payment methods you have that are accepted.

I tried to call billing support. I was on hold acouple of minutes, and then a computer voice told me the call was ending and I was cut off. then I tried chat support, and the agent had no idea what was wrong and suggested that I contact PayPal.

 

Oh, well.
