Mesh Rigging? Help Please!

I've recently purchased a full perm mesh on Marketplace, and I've tried contacting the owner, but I have yet to hear a response so I was wondering if you guys could help me!

 

I've purchased a full perm heel/pants mesh and after I upload it and try putting it on, it won't fit to my body properly. I've tried this multiple times, and even asked friends to help me and I get the same result! Could you guys please tell me what I'm doing wrong? Thank You.

Everytime I click "Wear" or "Add" it attaches to my arm instead of working like normal mesh clothing.

Looks like it's not rigged.

When importing into SL, make sure to tick include skin weights (under the Upload options Tab):

If that doesn't fix it, you may need to import the Collada into Blender/Maya and rig it to the SL skeleton... but tha'ts beyond the scope of a post. If you want more info on the whole process (basically creating rigged mesh from scratch), have a look through the avastar tutorials.
