It is impossible to review a gift!

I bought a top as a gift for one of my alts.   I cannot review the top, it says "you must buy first", my alt cannot review the top, same response from the marketplace.

The top has a really nasty bug I did not notice in the demo.  I am experienced, and nothing I do fixes it.

Why am I not allowed to review a gift?   I have run into this before.

It's a known problem, see BUG-6878 - Unable to leave a review and I receive the following error: "You must purchase the product before you can review it."

If the user that received the gift has a last name of resident (user name only) they are not able to leave a review as outlined in that BUG report investigation. However if the user has an old style last name they can leave a review on a gifted item.
