what wrong with PAYPAL?

There is nothing wrong with Paypal. I (and many other users) use it regularly to buy L$. So the problem is on your friends side of the table. I have to guess now, because your description lacks details of whats going on.

There are two major causes for problems, when buying Linden, that we see regularly on the forum. Maybe one of that is the case for your friend aswell:

1. No verified Paypal. You can buy L$ with PP, but only if its a verified account. This means, that you have arranged that your Paypal account is linked directly to either a major credit card or a bank account.

2. Your friend isn't buying directly L$, but has made a Limit Buy order. In this case your friend should cancel that order, because depending on the value she chosed, the might never get the money. A limit buy order is, when you offer to buy L$ only for a certain exchange rate. The system will then take your money and wait till another resident is willing to sell his L$ for this exchange rate. If the offered rate is way out of proportion, the order will never be filled.
