Second question first: Yes, as long as you are indoors on your own land. Sex is fine on M-rated regions, but you can't do it in public.

Now the first question:  It all depends on whether the land is for sale, and who owns it.  If Linden Lab owns it and it's in auction, you can bid on it.  If it's not, you can ask whether it can be put up for auction.  If the land is privately owned and it's not marked for sale, you can contact the owner and ask if she's willing to sell.  If it is for sale, you can just buy it outright.  See https://community.secondlife.com/t5/English-Knowledge-Base/Buying-land/ta-p/700043
