is there any Towns / citys where it is possible to drive around in a car / bike, maybe go shopping ?

My favorite town area for driving around, or taking public transit, is Bay City (which is a group of sims, mostly with names that start with "Bay City - ").  There is an extensive road and canal network throughout the Bay City area.  If you spend some time exploring them, you will also find a number of shops, as well as other interesting places to visit.  

Search in your map for "Daley Bay".  It is one of the Bay City sims which Route 66 runs through, and there is a rez area at one point (for being able to rez vehicles).

Additionally, there are roads on most of the mainland sims.

There are lots of places you can drive a car/bike in mainland SL near me in Jieut there's a road in neighbouring Cheju with rezz zone, a nice loop in Clunn/Yelas/Chong taking in the Isabel info hub and a road going through Maklovar with rezz zone, if you drive along you will often see shops you can stop and shop in
