You don't!  You upload them sepearately!

There's an "Bulk ( 10L$ per File)" if you have a lot of tiny texture sheets.  But usually if you're being reasonable about your textures the additional texture uploads shouldn't be more than 20-50L$.

Alternatively if you're "just testing" your textures you can use the "Local" Tickbox in the texture window and view textures on your hardrive on your mesh whenever you want for FREE.  However!!  When using the Local Tickbox~ No other people can see it.  ( hence the "Local" name! )   To let everyone else see your textures you will have to upload and apply them later!

You certainly can upload the textures from your Blender file.  When you select Export >>> Collada (dae), look in the left side of the new window for the Texture Options.  You'll want to check Include Material Textures.  As polysail suggests, however, it's wiser in many cases to upload textures separately and apply them in SL, especially if you are still testing your model.  Otherwise, uploads can start to be very expensive.  Do all of your test uploads on the Aditi (beta) grid, where they are free, or at least use the Local Textures option that polysail described for applying temporary (free) textures if you must test on the main grid.
