How do you get LL to take reports Seriously?

TL;DR

There's no way to get refunds. Second Life has (and has always had) a Buyer Beware policy - all risk is on you to check stores prior to making purchases.

No-one here is in a position to question LL's decision in your case. They do take reported abuse seriously where they have scope to act.

Note that you can find yourself in trouble for repeated or false Abuse Reports, since this wastes Linden staff's time.

A quick search at MP brought me to the shop in question.

Frankly, I wouldn't spend 5,500L$ on hair, but thats a personal choice, Searching now for this "Henieczek" you mentioned took me to a profile page that states "This name is unavailable".

Either she bailed on SL,  has been banned (maybe LL did do something) or as you wrote, created an alt and is operating under that persona.

As for getting any Lindens back, I suggest you lick your wounds and move on.

Oh she is still in world I was just looking at her if you google her name WOW she is all over the place being talked about and I'm sick of licking wounds LL could ban her or do something remove her stuff anything. She has 4 alts and my god if your going to hide with alts makes them look and sell things you have not already sold or looked like SMH 8 years in SL my a**

You bought hair that you admit was "taken from the Sims"  IE it was ripped off.  The person that did this and the one selling it are dishonest people.  They violated the IP rights of the Sims creators, which is illegal (a violation of copyright laws)and against the TOS.  I wouldn't expect any satisfaction from them.  LL will not refund your money to you.

At the time I got it I did not know it was from the sims I have spoken to the maker and they are not happy seems this lady has been doing this a long time and has even told people they are the sims person even tho she is not its sick but I guess LL is ok with that
