I don't use outboxes (or Marketplace, often) but Error 503 is a HTTP Status Code. It means "Service Unavailable" and means that the destination server is refusing your request. It's often temporary (once something is fixed, it'll likely be back). It's probably worth checking that you're going about things in the correct way.
