Help with flexi hair

Most prim hair is made from balls, cut and tapered toruses, and flat sheets...I mean, those are the most common prim types.  An examination of a few hair styles will show you how these are used.  If you can find some hair that you can retexture, changing the textures to a flat gray color will let you focus on the prim shapes themselves.

Any ordinary prim can be made flexi, with the Features/Flexible Path section of the Build menu.  Once made flexi, the "action center" of the prim, the place where the X,Y,and Z position arrows are located, moves to one end, the "anchor" end, and the other end of the prim becomes the end "waving in the breeze."  You can't change the axes or ends here, so it's better to start with a cube, make it flexi, then re-size and rotate as needed to get the anchor end in the right position.

The characteristics of the flex are ajusted with the Tension, Continuity, and Bias settings...experiment with them until you have the movement you want.  The amount of gravity you apply, and whether and how much the flexiprim is affected by wind, will play a part.

For efficiency, start with a single prim.  Once you have all its settings the way you want, use SHIFT+Drag to make copies.  You'll have to reposition, rotate, and reshape them, of course, but you won't have to endlessly enter the same flex settings for each one.

You can only apply flex settings to a single prim, not to a linked object.  So save Linking the hair until the final step.

Kudos on wanting to make flexi hair!  Even though Mesh is all the rage, I still think flexi hair is the best, most realistic compromise available in SL.  (Some of the very nicest hair is a careful blend of Mesh and flexiprims!)
