Can this mesh be edited?

Is it possible to alter this mesh:  https://marketplace.secondlife.com/p/Full-Perm-Rigged-Mesh-Pencil-Skirt-V2-Fashion-Kit/4034245  to look like that?

I'm no expert but possible, if you know how to texture the mesh skirt. You'll have to use the UV map in order to manipulate the textures so they apply properly.

If you use a transparent texture to do this (one with an alpha channel) you will likely have issues with alpha sorting. I have tried on clothes like this that DID. It wasn't pretty in any sense of the word.  For things to work as well as they could I believe it would need to be made in Blender, not textures onto the skirt mesh.

You can actually do that, using alpha-masking rather than blending, since there's only fully transparent or fully-opaque pixels. Alpha-masking shouldn't cause any alpha-glitches. 

Whether you can achieve the desired result with just a texture is a different story, tho....

I wouldn't worry about alpha sorting with the orthogonal mesh. Masking instead of blending is perfect for that. The question is if the skirt will be a good enough fit to use without an alpha mask and whether the skirt has geometry on the inside which you can texture.
