Some Sims are restricted access, based on Second Life age, not real life age?

Yes it is true. Some sim owners do not allow newcomers under a certain age to avoid griefers and spammers. This can be done with a security orb that checks the avatar's age and will refuse him access to the land if he's not 30, 70, or more days old. The age is determined by the owner at his sole discretion. These orbs can be found on the marketplace. The autoban can be set according to several criteria such as:

Auto-ban avatars which create too much lag (Script-limit)
Auto-ban avatars of a certain age
Auto-ban avatars below a certain height

And of course, in the "about land" tab > "access", the owner can also set access to his parcel to residents over 18 (real age) and/or with "payment information on file".

Just in case you missed reading in the TOS (Section 4.8) : "You may permit or deny other users to access your Virtual Land on terms determined by you. Any agreement you make with other users relating to use or access to your Virtual Land must be consistent with these Terms of Service, and no such agreement can abrogate, nullify, void or modify these Terms of Service."  That is, a landowner may make any rules about who is allowed on the land and what anyone is allowed to do there, as long as the landowner's rules don't break the TOS.  The landowner can change the rules at any time, and is not required to tell you what they are.
