My friend and I each have premium memberships, we each chose a linden home and would like them in the same reagion, is this possible. we want to be neighbors. addittionallyis there a way to pick a reagion that is well occupied some neighbors would be cool

Nope.  You cannot pick the spot for your Linden Home.  All 40,000+ of them are assigned at random, given your preference for style.  You may abandon a Linden Home and choose another up to 5 times a day, but at that rate it would take you several years of random choices to land in the same neighborhood as your friend. Fortunately, thanks to the miracle of teleportation, any place in SL is right next door.
