There is a single water level for the region, any local changes have to be faked up with prims.

If you have estate access, you can change the water level in World>Region/Estate, under the Terrain tab. Note that if your region is joined up with others on the map, it can look really really weird if they don't all use the same level.

There used to be a way, using invisiprims, but invisiprims don't work if you have advanced graphical settings turned on. More and more people do have advanced graphics on. That is why most avatars wear alpha layers now when they need to hide avatar feet (inside shoes). The old invisiprim shoes don't work well anymore. Alpha always works for avatars, but does not work on Linden water.

Maybe you can just raise the house up on a sculpty hill?

You can't hollow it out. What you can do is put a prim in a spot that covers just above and just below the surface, and is something like a gate or door or "Mario Tube', black hole, etc... and then in the area underneath, put some props that look like dim lights so the difference in underwater lighting isn't so off-putting.

You can make a windlight preset for water that looks less like water.  It will still look different but less weird. Of course if there is water around that you want to have look like water this won't help much.

For example:

  • Change the normal map to alpha
  • Change the water fog color from black/blue to a light grey
  • Refract scales both to 0.0
  • Blue Multiplier to 0.0
  • Fog Density 0.0
  • Underwater Fog Modifier to 0.0
  • Fresnel Scale 0.0
  • Fresnel Offset 0.0
