Have an under-the-sea theme, or do as in Venice, build on stilts, or some folk use these parcels of land to place a skybox. You can use it to moor a live-aboard yacht, or put down an island made of prims. You can put a skybox over it, or build an undersea home. If the water is shallow, you may be able to terraform the parcel to raise some of the seabed up above sea level.
