Clothing not meeting in the middle

If you have mod perms on the dress, wear it and go into Appearance mode.  Edit the upper part of the dress, being sure to make the length 100%.  It ought to match the lower half if the dress is made properly.

should i have to do that for all my dresses> others are seeing the tops short too. and it isnt just for one or two dresses, but for most of my dresses.

That's very odd indeed. Still, try it with one dress. If it works, you'll know the answer. If it doesn't .... well, I'm not sure what to try next. Come back here and edit your original question to let us know, though, so we can figure out something else.
