why can't i sell linden dollars?

You would sell the L$ dollars, then that would show as a USD credit, then you process that credit to Pay Pal, which may take several days.

Exceeds by $150? That's a lot of L$ to buy without knowing if you want them.

Notice that the "Days" in the New Resident limits description in the table Knowl posted in his response refers to days since first billing transaction with Linden Lab, not to the number of days since you joined SL.
