Are tier fees basedon ownership of land for the whole billing cycle?

They're based on the maximum amount of land you owned at any given time during the billed month.

If you own property for even one second during a billing period, it is included in the calculation for tier for the entire billing period.  In other words, tier is based on the maximum amount of land you owned at any time during the period.
