Are tier fees basedon ownership of land for the whole billing cycle?

I bought land for a friend who wasn't online.  couple hours later they were on line and I resold to them.  This raised my tier fees for the month even though I owned the additional land less than 2 hrs.  Are tiers based on ownership of land for the whole billing cycle, or portions?

They're based on the maximum amount of land you owned at any given time during the billed month.

If you own property for even one second during a billing period, it is included in the calculation for tier for the entire billing period.  In other words, tier is based on the maximum amount of land you owned at any time during the period.
