Full perms

If I buy a product full perms, I can resell (not full perms) at any price, or there is a minimum selling price? There are rules to fix the selling price?

Not in general, but sometimes the creator of the original object will ask that items be sold at not less than a particular price.   I'm not sure how enforceable that would be. 

If in doubt, check wth the creator, is my advice.

You're the seller, so you determine the price. 

As an aside...... Once you own an item that's full perm, you can do anything with it that you like.  However, it is a mean, lowdown business practice to go into competition with the creator who sold it to you.  The creator did all the work of making and marketing the product.  Reselling his/her full perm work at a lower price is not nice.

If you look closely at the description of many full perm items, the creator only gives the permission to resell it as part of something you have created. Since most fullperms are unfinished products (like blank sculptis for example) it doesn't make any sense to directly resell them without doing some own work on them.

The price will be up to you.
