I am confused.  I thought one would require a rigged mesh avatar in order to attach rigged items such as clothing and hair and chieve the movement flow.     I am told now that if we attach rigged items to the current avatar it will act the same way,  Is this correct?   Can't be....(can it?)

The standard avatar has always been a rigged mesh. It's the shape you see, rigged to the skeleton you don't see. The skeleton is manipulated by some of the appearance sliders and by animations. All mesh items you rig, you rig to that same skeleton, so there's no need for a new one.

What you mean by 'a rigged mesh avatar' - unless I completely misunderstand your question - is simply a rigged attachment like any of the other items you describe. They all - as the others have said already - attach to the standard SL avatar in the same way, if not to the same attachment point.
