Yes, but do read the fine print carefully.  If you downgrade from Premium to Basic, you do NOT get a refund of any unused time.  So, if (for example) you sign up on the yearly plan and pay $72, then downgrade ten minutes later, you will remain Premium for the entire year, and you will not be able to recover your money.  Your downgrade takes effect at the end of your membership period.

If you are uncertain that you want to remain a Premium member, I suggest using the monthly plan, at least at first.
