Your radio should have come with an instruction notecard that explains exactly how to add stations.  In most cases, it's a simple matter of creating a notecard on which you put the URL of the audio stream and then give it a title.  The format of the card, though, depends on exactly how the creator scripted your radio.  If you have lost your information notecard, you'll have to contact the creator for a replacement.

If you purchased a parcel radio from Marketplace or an in-world merchant, and if the radio is set properly so that its owner is the same as the parcel's owner, you just need to add the URL in its own station list. You don't really ever need a parcel radio, however. Just open World >> About Land >>> Sounds and type in the URL there. Again, as long as you are the owner of the parcel or have mod permissions there, that should be sufficient.
