He probably got someone already but since people still interested in this...
I chatted with him a few weeks ago. Maybe I'm exaggerating since im a bit of a skeptical person for certain matters, but here is what I think. He told me that he wanted someone to take a portrait for a "portfolio" which it set off my alarms since im a graphic designer and it's pretty common on the internet that people build fake portfolios to grab clients and then scam then and disappear. It's not like he wanted a nice photo of him or something for a friend or an MP ad. He didn't have a model, even suggested it could be me... So he didn't care much about the "who and where" in the photo; he just wanted a pretty photo for his "portfolio". I asked for a bit more information (which it's normal, the more info i get, the better the picture will be) but he started dodging my question and implying i should focus on taking the photo. In the end, he finally said he wanted it for a "magazine". I though that was pretty cool, but then i couldn't help myself to ask why he was so reluctant to say it the beginning and spare us all this. He never replied back.
This is my view of course. Take it with a grain of salt. I don't always do things like that but it looked like a shady situation for the very start.
