you may atract a scripter if you post your description in Help Wanted
this is doable as you are wanting but isnot a trivial script. It needs a whole replacement movement system that can negate the effects of the normal avatar physics system
a example of the complexities involved is Flight Feather by Argent Stonecutter. Which was made way back in the day to overcome the then limits of avatar flight. Flight Feather is a whole enhancement for the then avatar physics system. I think Flight Feather is still available on his inworld parcel as a curio. Am also pretty sure that Argent has the script as opensource/mod as I remember, and as I haven't looked at that script for at least 6 years now and probably more like 10 years
what your scripter would have to do is make something similar to the Flight Feather system modded for advanced walks. For example, walking up a wall, walking across a ceiling, requires force to be applied to counteract gravity

assuming what you now say is true then I would also assume that when your now not floating advertising sign is on posts then it would not exceed 8 meters in height and what appears to be a tree is not a tree, its a bush

assuming you mean a RLV/RLVa collar then if you are budget limited then look for a non-scripted collar accessory on MP which is close enough to what you want and has copy/modify permissions. Then get the RLV/RLVa scripts and drop them in
the instructions for dropping in the scripts are reasonably straight-forward. However, if this is a bit beyond you at this time in your experience then ask for some one to help you with this. Is any number of people who will help you with this when asked
also being copy/modify you will be able to re-texture the collar as you prefer

i have a 6 year old computer which I got made for me back then. It had a 660GTX and a 1920x1080 monitor. I recent upgraded the card and monitor to 1050TI and 2560 x 1440 curved screen monitor
in SL the 1050TI drives my 2k monitor at about the same FPS as the 660GTX did on the 1920 x 1080. Shadows about 24 FPS, no shadows and busy then upto about 45FPS. Not busy then easy hits 60FPS. So same same except at higher resolution. Monitor resolution is something that can be underestimated when we get computers. More pixels resolution for same speed cost is to me a better deal than faster pixels and less screen resolution
i didn't get a 1060 or higher as I would have had to replace the motherboard and the power supply to fit it in. Which would have mean't basically building a whole new computer so I didn't
with mesh in SL a whole lot more than 6 years ago then is a whole lot more CPU computation. While a i5 is ok, suggest get a i7 if you can afford. I got a i7 and 16MB RAM 6 years ago and have never regretted it. No regrets as I end up future proof my computer with those in terms of this upgrade. I don't need to add extra RAM or think about upgrade the CPU now. Just stuck in the new graphic card and plugged in my 2K monitor and happy as I am
i also have a 240MB SSD boot drive and 1TB platter drive. Both are still going good and I haven't filled them up either yet
basically get the most you can for your budget. The way I buy buy big stuff like computers, household appliances, cars, etc is not to look for deals and then try to work out how I am going to pay for it. I start with how much money have I got to spend on this ? and then I try to get the best equipment I can for that amount. I don't try to save money when deciding. I spend it all

is some kinda technical issue with Library outfits which happens intermittently. Dunno what exactly
what is supposed to happen is when we drag or Replace Outfit or copypasta, a copy of the outfit is put in our Clothing folder, then we wear the copy
Testing it right now, copypasta Amy only copies the shape from Library. Attempting to Replace Outfit with Amy crashed my viewer - Second Life Release 5.1.9.519298 (64bit). When I relogged then am wearing Amy and all good. Attempting to Replace Outfit with Anna after crashing worked fine :). So yeah! intermittent. Suggest that you can only keep trying and hope you don't crash and is all good for you eventually also

So regardless of proper heraldry designations, it would be called colloquially a cross flag, ie the Southern Cross.
I'm not even sure why everyone is getting bogged down with the name or when it was first used.
actually it is not based on the national flag of Scotland. A politician at the time thought it was so, the designer of the flag said it was not so
is all in the contemporary account that Selene linked to
as an textual originalist yourself then I would have supposed that you would disregard the untruthful utterances of a politician and go with the original text as communicated by the person who actually designed it

typically the way it works is that the controls can only be used by the parcel owner
when Set the parcel to your group then you are still owner of the parcel. For your son who is an owner of the group, to also be an owner of the parcel then the parcel has to be owned by the group. Owned in this case means deeded. The Deed button next to the Set checkbox in About Land dialog
LL does not allow us to deed our Linden Homes to our groups. So your son cannot be an owner of the Linden Home parcel thru your group
if you do want him to be a full parcel owner via your group then the best thing to do is abandon the Linden Home and obtain a mainland parcel, where the parcel can be deeded to group where you can both enjoy full parcel ownership rights

i just chime in again. If this is your first time owning a region then don't start messing about with deeding until you know how the estate and parcel controls actually work
you start out with group deeding without knowing how it all works, and in your immediate joy at being a newbie region owner you invite people to that group and hand out parcel rights like lollies then you will set yourself up with a bunch of friends who you can't take rights back from without a whole heap of social discomfit and hurt

just add
the animation part is the easiest bit. Make a walking animation in each orientation. 0, 90, 180 and 270. Play as appropriate in each of the 4 states. 0 - Walk on ground. 1 - Walk up the wall. 2 - Walk upside down on ceiling. 3 - Walk down the wall
Create backwards walk animations if wanted for each of the 4 states
the hard part is scripting a own movement engine that can hold/stick the avatar to the 4 state surfaces as it moves. Flight Feather shows the framework of the kinda engine that is needed
