How does one submit an image for candidacy? Is it a group or one person arbitrarily deciding that any particular SL photo gets to become 'the pic of the day'? 

Is whether or not a picture is chosen based on the quality of the shot or the subject matter?

Good morning everyone, I'd like to know what criteria is used for the selection of images of the "pic of a day." I would like to know if you need to register somewhere to participate or if it is done by someone at random.
