How does one submit an image for candidacy? Is it a group or one person arbitrarily deciding that any particular SL photo gets to become 'the pic of the day'? 

Is whether or not a picture is chosen based on the quality of the shot or the subject matter?

Click on the photographer's name (Opal Lei), which will take you to their Flickr. You'll see it was added to the group "Second Life Official" and was chosen from there.

Have a look through past chosen SL Flickr Pics and you'll get an idea of what types of photos are chosen.  It really is a mixed bag, surreal to photo-realistic, portraits of people to magical landscapes.
