The short answer is open your Inventory. Within Inventory click any folder, be smart about the 'any', and right click, select create new gesture.

The Gesture Panel is pretty much inituitive. You can probably wing it and get one working.

Irene's answer is more complete and the wiki is well worth reading. For any creative task the wiki is a better source of information than the forum. The forum is better for problems with new creative tasks, like making mesh clothes. The wiki lags on new stuff. Things get sorted out in the forum and eventually appear on the wiki. For features that have been around for a time, like Gestures, the wiki is an excellent source of information.
