Help with second life viewer 3, skin textures

I'm new to making skins and I'm messing around here.  I thought the way to make a skin was the upload it into SL, New skin, edit skin, and change the 3 tattoo layers to your head, upper, and lower body but my skin isn't changing.  What am I doing wrong?

 

I keep putting textures in those three places but it wont let me save them.

It sounds like you're doing everything right and I tested it with the current viewer to make sure that it's not broken. Did you click the green arrow-shaped button in the upper left? That's the save button but it's not obvious. Also, make sure that your textures are full-permission (can be copied, modified and transferred.)
