Can you buy a premium membership with lindens?

Yes, but you will need to sell the Lindens first, so that you have a dollar balance to pay from.  Just go to your dashboard at secondlife.com and click in the Lindex link to sell L$.

While Rolig's right as far as she goes, selling those L$ will require that you have previously bought L$ in the first place, or your limit will be zero.

Even though LL make it impossible to use their currency exchange for a significant proportion of the world we can at least buy L$ from third-parties.  LL are the only people who sell membership though and they refuse to take our money.
