My wife and me use SL she upgraded and now has a house I have not. Why can't I set it as my home?

And how do we set it where I can build or rez or is it only for the land owner.

The easiest solution to your problem is to create a group that you and your wife join and then set the land with the house on it to that group.  And set group permissions to Set Home Here.

You can't set it as home because it's not yours. It belongs to your wife. Only the owner of a Linden home can set it as home. However, if your wife wishes to allow you to rez items there, she can edit the settings under "about land" and put you on a "whitelist" to be able to rez.
